In the interests of harmonising traffic conditions, promoting fair competition and developing sustainable transport conditions, two European directives have been adopted in order to:

These directives state that toll discounts should be non-discriminatory, fair and proportionate. Under the new system, each toll network operator may offer their own discount scale in the Special Commercial Conditions (SCC) that apply to each contract.

Whichever issuer you choose to obtain your electronic toll cards, the SCC will be:

  • specific to each motorway operator when you drive on their network, 
  • the same for all electronic toll card issuers, 
  • in line with the “Eurovignette” directive. 

Objective for European transport: a single, modern and secure payment system which enables him to travel freely across all of Europe’s motorways and only have to deal with one invoice and one issuer.

From now on, a distinction shall be made between:

  • motorway operators who are responsible for the management of motorway networks,
  • issuers who are responsible for issuing and marketing HGV electronic toll e-tags and customer invoicing.

As a result, toll card issuance is now subject to open competition rules, allowing TOTAL to launch its Passango offer, not only offering to fit your vehicles with electronic toll cards, but also accompanying you every step of the way, making your vehicle fleet management easier and effective.

In France

The ASFA (Federation of French Motorway and Toll Facility Companies) decided to anticipate the deadlines for the European directives and offer the transport industry an HGV electronic toll system which works across all French motorway networks as of 2007.

Total is the first fuel card provider officially approved by ASFA to issue and market HGV electronic toll e-tags in France. In time, this electronic toll card will be accepted throughout Europe.
